ISO17025 laboratory accreditation system
ISO17025 is an international standard for laboratory accreditation services. The latest version is released in May 2005, and its full name is ISO / IEC17025: 2005-5-15 "General requirements for the competence of testing and calibration laboratories." The ISO17025 standard is a laboratory management standard developed by the International Organization for Standardization ISO / CASCO (International Organization for Standardization / Conformity Assessment Committee). The predecessor of the standard is ISO / IEC Guide 25: 1990 "Requirements for the Competence of Calibration and Testing Laboratories." The international organization that manages laboratory accreditation is the International Laboratory Accreditation Cooperation (ILAC), which is attended by 44 laboratory accreditation bodies, including the China National Laboratory Accreditation Committee (CNACL).

The role and significance of laboratory accreditation
Laboratories accredited to ISO / IEC17025: 2005 have many benefits:
1. Demonstrate that the laboratory has the technical capabilities to perform calibration / testing in accordance with relevant international standards.
CNAS laboratory accreditation standards are based on ISO / IEC17025, which is an internationally accepted standard for laboratory quality and technical requirements. The laboratory's accreditation by CNAS indicates that it has established a quality management system in accordance with international standards. As long as work is performed strictly in accordance with this system, the laboratory's technical capabilities are guaranteed, and the laboratory provides customers with Testing / calibration services can claim to be compliant with international standards.
2. Enhance the laboratory's competitiveness in the calibration / testing market and win the trust of government departments and all sectors of society.
The product of a laboratory is a test report or calibration certificate. The quality of the test report or calibration certificate plays an important role in the credibility and survival of the laboratory and determines the laboratory's competitiveness. ISO / IEC17025 helps laboratories to conduct quality planning, quality control, quality assurance and quality improvement through various quality management activities during the production and formation of "products" to ensure the quality of laboratory "products" and services . For laboratory customers, choosing a laboratory with recognized technical capabilities can reduce the risk of providing substandard “products”.
The laboratory is an important technical support organization for government departments to supervise and manage various products, and provides a basis for the government to make relevant decisions and even decisions. When government departments, customers, and interested parties choose laboratories, laboratory capabilities and credit are especially important. Accreditation can help government departments, customers and interested parties build confidence in the laboratory.
National laboratory accreditation is consistent with foreign laboratory accreditation systems and is a voluntary accreditation activity. Through the national laboratory accredited testing technology organization, it is proved that it complies with the internationally accepted standards for calibration and testing laboratory competence accreditation.
It can effectively improve the management level of the laboratory, ensure that the test data issued by the laboratory is fair and effective, and fully demonstrate the laboratory's testing capabilities and notarization to the society, increase market share, and improve customer satisfaction.
3. Participate in bilateral and multilateral cooperation in international laboratory accreditation and get wider recognition.
China's accreditation bodies have signed mutual recognition agreements (MRA) with APLAC and ILAC. The signing of the agreement has established a "highway" for China's laboratories to participate in international activities. After the laboratory is accredited by CNAS, it can use this route to reach other signatories of the agreement, and thus gain wider recognition. This can not only increase the exchange between our laboratories and international counterparts, but also attract more laboratory customers by taking advantage of the mutual recognition agreement to reduce costs.
4. Included in the "National Laboratory Accreditation List" to improve the visibility of the laboratory.
CNAS compiles and publishes the laboratory accreditation list every year. The list is a Chinese and English combined book, and it is also provided to domestic laboratories, related authorities and foreign accreditation organizations. This will undoubtedly have a positive advertising effect on the listed laboratories, thereby increasing the visibility of accredited laboratories.
5. The accreditation logo can be used within the scope of accredited projects.
The accreditation mark refers to the graphic mark issued by CNAS to accredited laboratories and allowing accredited laboratories to use within the specified range, indicating that their recipients are CNAS accredited. In order to ensure the interests of CNAS and accredited laboratories, CNAS has formulated strict accreditation mark management requirements in accordance with relevant international requirements, and prescribed corresponding measures for acts of misuse and abuse. These measures include litigation when necessary. Through these measures, the legitimate interests of CNAS and accredited laboratories can be protected. At the same time, it also helps to reduce and reduce violations of the legitimate rights and interests of CNAS and accredited laboratories.
Standard certification
The ISO17025 standard mainly includes: definition, organization and management, quality system, audit and review, personnel, facilities and environment, equipment and reference materials, value traceability and calibration, calibration and testing methods, sample management, records, certificates and reports, Calibration or inspection subcontracting, external assistance and supply, complaints, etc. The core content of this standard is equipment and reference materials, traceability and calibration of values, calibration and detection methods, and sample management. These contents focus on evaluating whether the laboratory's calibration or detection capabilities meet the expected requirements.
China National Laboratory Accreditation Committee (CNAS) is the only laboratory accreditation body in China, which undertakes ISO17025 accreditation for all laboratories in the country. All calibration and testing laboratories can adopt and implement the ISO17025 standard. According to international practice, data provided by laboratories that pass the ISO17025 standard have legal effects and are internationally recognized. At present, more than a thousand laboratories in China have passed the ISO17025 standard certification. Through the implementation of the standard, the accuracy of experimental data and results has been improved, and the popularity of the laboratory has been expanded, thereby greatly improving economic and social benefits.
Accreditation status
On December 3, 1999, China's laboratory accreditation system signed 12 mutual recognition agreements with 12 accrediting institutions among the main members of the Asia-Pacific Laboratory Cooperation Organization (APLAC). In November 2000, China's laboratory accreditation system signed a mutual recognition agreement with the European Accreditation Cooperation Organization (EA) and laboratory accreditation bodies in South Africa and Brazil. So far, China has reached mutual recognition agreements with 37 national laboratory accreditation bodies in 27 countries and regions and laboratory accreditation bodies in economic and trade areas. China's accredited laboratories and the inspection / calibration data issued by accredited laboratories have started to be recognized by the international community, which means that in terms of eliminating technical barriers in international trade, China's quality certification system has taken a big step towards international requirements. step.
